The importance of environmental protection and conservation measures has been increasingly recognized during the past two decades. It is now substantially accepted that economic development strategies must be compatible with environmental goals. This requires the incorporation of environmental dimensions into the process of development.
In order to predict environmental impacts of any development activity and to provide an opportunity to militate against negative impacts and enhance positive impacts, The environmental impact assessment (EIA) procedure was developed in the 1970s by NEPA and got momentum in 1980s in almost every part of the world. The concept was rapidly adopted by India in 1990s and notification came in 1994.
Ministry of Environment and Forest brought notification and amendments time to time to improve the study and categorize the sectors and the latest notification came on 14th September 2006.
After this notification all the industrial, infrastructure, Highways, Ropeways, Waterways, Commercial and large scale Construction, SEZs, Mining, Thermal, Wind and Hydropower Projects and Developmental projects needs clearance from State authority and MoEF. That needs a detailed EIA/EMP study to provide the necessary base for the clearance from the concerned authority depending on the requirement.
The study covers broad areas of environment namely Topography, Ecology, Forest and other broad ecosystems, Socio-economic, air, water, land use, Micro-meteorology, Public liability, project appraisal, Risk Analysis/Emergency Preparedness Plan and other sector specific issues.
EIA has three main functions
to predict problems, |
to find ways to avoid them, and |
to enhance positive effects. |
